Hi Ritika, it's not clear what kind of capacitance you are talking about, but if it's the distributed capacitance in any VLSI circuit, wire length should affect. Distributed resistance is linearly proportional to the wire length, similar for capacitance. Collectively, they form a CR circuit, the model that is generally used for calculating the effects of charging and discharging. The time constant, CR, basically determines the charging and discharging rate. So effectively transition time is controlled by wire length too.
