Smaller NP possesses higher bandgap values which in turn needs higher excitation to overcome the bandgap. Thus, for photocatalysis, one can select uv radiation of higher energy for higher bandgap NPs.

Another thing is adsorption. If you have smaller NP then the surface area must be high. So it can adsorb higher number of pollutants in its surface which results in a good photocatalytic activity.
