Flow rate directly effects the retention time. In the most fundamental case, if you double the flow rate, then the retention time should be reduced by one half. Please note that this is for compounds that are actually retained on the column. If your sample is eluting out at the void volume (T zero), then no such effect will be seen because you have no on-column retention (and thus, no actual chromatography method).
Wavelength choice has no effect on retention time as it is a detection settings based on the compounds properties. *(For advanced users) Wavelength Bandwidth though can have a small effect on retention time as very large bandwidths should increase the sensitivity and therefore increase the peak area which may result in a slight shift in the Rt.
