I'm trying to get an answer for the question: What is the effect of Culture centric UI in HCI?
I would like to know, if anyone designs the icons of UI for a particular demographic based on their culture, then can we expect any improvement in form of performance of interaction? If yes, then how much? Would you suggest me some papers on this topic?

I like the term Culture centred HCI. That is including the best form of interaction which a Human Being can reach!
Out of decades in constructing of computer systems i can say: in IT all is possible - you only need enough time and money to construct it. But actual IT can do all you want.
Go to any IT-system-developer and give him your orders how your Cultured IT-System should work. You are the most important part of that system.
