We aim to investigate the prevalence of mental disorder in individuals with intellectual disability in Portugal, and it would be important to administer a simple screening tool to divide the sample into mild, moderate and severe impairment, prior to administering the Mini-PAS-ADD.

What about the Wechsler Abbreviated Scale of Intelligence (WASI)? Four-subtest and 2-subtest forms are available, consuming 30 and 15 minutes, respectively. Both provide a brief and reliable estimate of general cognitive ability (full scale IQ). In addition, with the 4-subtest version (Vocabulary, Similarities, Block Design and Matrix Reasoning) you can estimate verbal and non-verbal abilities. But if time constraints are relevant, I would favour the use of the 2-subtest (Vocabulary and Matrix Reasoning). Hope it helps!
I agree with Vicent that a fast way to get an estimation that there is to use the Wechsler Abbreviated Scale of Intelligence. This is a test frequently used in the Ontario, Canada Public School system as well as an associate and psychologist (with her PhD in testing) uses the test because it is very reliable. The results provide strong indications that there is an intellectual disability. The results do help determine whether more testing is warranted.
Raven is good, but for a "multidimensional result" I agree with Vincent and Scott. I would prefer the WASI, too. We usually use the Wechsler Adult Intelligence Scale to diagnose intellectual disability - but it take about 90-120 minutes to perform the test.

You are looking for a culture-fair test of intelligence, and I'm not sure that such a thing exists. Most tests that claim to be culture-fair are non-verbal, and the Ravens Progressive Matrices is one that has often been used. The concept of intelligence on which it is based is clear, and there is a considerable volume of literature on its validity and reliability. You certainly don't want to use the Wechsler Vocabulary and Similarities subtests on a population whose first -- and perhaps only -- language is not English, which I assume is the case if you are conducting your research in Portugal.
