Both TRPL and TAS is used to study the relaxation mechanism of excited electron in Photovoltaic Devices. The result also used for Trap study in several cases. The result spectrum also similar.
So, what is the different between those two measurement?

Both TRPL (Time Resolved Photoluminescene) and TAS (Transient Absorption Spectroscopy) are time resolved measurement, which means it measures the evolution of excited state(s) in nanosecond-femtoseond timescale (the timescale may vary). In TRPL the time evolution is measured by monitoring the luminescence of the molecule/material. Whereas in TAS the time evolution is measured by monitoring the absorption (more specifically difference in absorbance). In order to use TRPL the molecule needs to be luminescent whereas no such restriction is present in TAS. In other words by using TAS one can observe dark (non-emissive) states (which could make data analysis complicated).
