From my point of view, it is very difficult to talk about the maximum of the peak if you are dealing with a very noisy spectrum. In this case you'd better use area ratio. Also, you can have a desire to find a shift of line. In this case you can use not only the frequency of the maximum, but also center of mass of the spectral line. As for your question, in general, it seems like in the good scenario you can use both ratios equivalently.
it should depend on the application, i think. i used to do raman on graphene and to work out some parameters, it was recommended (in a research paper i used) to use either ratios of peaks or integrated intensities.
