I am having 25 number of subcarriers that needs to be randomly initialized among 4 users.the number of subcarriers intialized for each and every user can be similar or different.

consider the scenario in which some users having more than number of subcarriers and some user having less number of subcarriers.In general which users would be better whether the users with more number of subcarriers or users with less number of subcarriers.
