Can you think of cases in which the law should distinguish between them?
The difference between mental and purpose states lies mainly in focus, discourse, methods, and instruments.
For example in terms of Epistemology and Philosophy of Mind, in both his approach and discourse is of a philosophical type and his method is the Dialectic contrasting Thesis and Antithesis, being his instrument the logical argument. All this with the purpose of generating knowledge and non-scientific truths.
On the other hand, if we exemplify in matters of Ethics, Jurisprudence, Law and Rights; its approach and discourse is axiological, that is, in the context of values, duties, rights and obligations. His method is Dialectical Philosophy and Moral Reasoning, with the use of privileged instruments that is the Dialogue, Human Communication, with the assumption of Values and Ethical Principles.
Finally if the example is in scientific context, creativity, originality and discovery; his approach and discourse would be one of the current currents of the Philosophy of Knowledge, such as Associationism, Constructivism, Logical Positivism, Falsehoodism, etc. Their method is the Scientist and their Instruments are the appropriate ones to the research design, as long as they are valid and reliable.

La diferencia entre los estados mentales y de propósito, estriba principalmente el enfoque, discurso, métodos e instrumentos.
Por ejemplo en cuanto a Epistemología y Filosofía de la Mente, en ambos su enfoque y discurso es de tipo filosófico y su método es la Dialéctica contrastando Tesis y Antitesis, siendo su instrumento la argumentación lógica. Todo ello con el propósito de generar conocimientos y verdades no científicas.
Por otro lado, si ejemplificamos en materia de Ética, Jurisprudencia, Ley y Derechos; su enfoque y discurso es axiológico, es decir, en contexto de valores, deberes, derechos y obligaciones. Su método es la Filosofía Dialéctica y el Razonamiento Moral, con utilización de instrumentos privilegiados que es el Diálogo, la Comunicación Humana, con asunción de Valores y de Principios Éticos.
Finalmente si el ejemplo es en contexto Científico, creatividad, originalidad y descubrimiento; su enfoque y discurso sería alguna de las corrientes vigentes de la Filosofía del Conocimiento, como el Asociacionismo, Constructivismo, Positivismo Lógico, Falsacionismo, etc. Su método es el Científico y sus Instrumentos son los adecuados al diseño de investigación, siempre y cuando sean válidos y confiables.
