What is the difference between the stress concentration factor and stress intensity factor. The stress concentration factor is a number that raises stress locally due to factors such as holes and change in cross section. In the latter case, the sharper the radius at the cross-section change, the higher the stress concentration. Typically, these factors range from 1 to 3 and sometimes more.Stress intensity factor is a bit different; it is an inherent property of the material that is tested and defined for cracks or flaws. For cracks and flaws, the radius is very small,approaching zero for sharp corners, and stress concentration factors become very very high, approaching infinity. In this case we use the measured stress intensity factor and equations of fracture mechanics to calculate allowable stresses. It is often used for fatigue calculations for metals and for strength determination for brittle materials like glasses and ceramics.

Stress concentration factor is dependent on the geometrical changes of cross section, such as a hole, notch or fillet in the component. This can be designed for as it only depends on the geometry and not on load condition.
Stress intensity factor is dependent on geometry and load. Generally, this can only be determined experimentally. The stress intensity factor is highly dependent on cracks and other material and geometric defects.
Stress concentration factors are tabulated and graphed in literature.
Unqualified comments:
When dealing with definitions, intensity is typical and does not change with the dispostion of the observer. Concentration is atypical and does change with time-space and observer's disposition.
Intensity has to do with load effectiveness in a vectorial sense to allow for an estimation on strictly unit area of influence basis, but not the total area under load.
Within same stress intesity achieved/observed there could be variability of stress concentration in the subject of interest due to both macro and micro heterogeneties of structure, form/shape and strength; much more observable and comprihensible at field scale compared to laboratory scale.
Stress intensity factor is a coefficient in the asymptotic expression for stress near the tip of a crack: KI - for tensile crack, KII - for shear crack, KIII - for antiplane shear. In the Irwin fracture criterion (KI=KIc), it is compared to its critical value KIc, also known as the crack toughness. KIc is an important characteristic of the material.
Stress concentration factor is used for notched specimen (or can say object having abruptly changing cross-section like T section, I section , hole etc.). This depend on dimension only not on loading condition. It is taking care of increase in stresses near the abruptly changing cross section,
it shows /measured times of stresses excess than nominal stress.
Stress intensity factor accounts for asymptotic stress variation. How stresses varies near the crack tip. But it shows stresses near the tip is not infinite but finite and how much time more than loading.
It depends on dimension of crack and loading condition.
