There is a distinct difference between the two. Conferences help you to present your research papers but it is up to you to decide whether it should be published. Conferences only publish the abstract. The rest of the paper is up to you to decide. Some conferences ask you to give full papers but they do not help you to publish them at all.
Research is before it being put onto paper. Once research is published, then it's a research paper.

The research proposal is the raw data which comprises of the basic structure upon which the research paper rests. It is not an additional paper that goes along with the research paper. It lays down the foundation for the research paper.
