It's useful to view saccade programming as referring to the "low-level" mechanistic process of specifying the metrics (target location) and dynamics (eg, velocity) of a saccadic eye movement, whereas panning as the preparation process of making a saccade. These are mediated by both distinct and shared neural activities.
