Before answering your question, I would like to say that impact factors and indices are not my favorite (relatively new) aspect of our profession. The problem is that someone who does world-class work in a field whose journals are not the glamorous ones can be seen as a second-rate (or worse) scientist--by someone higher up who must pick and choose whom to promote. (Does not affect me personally--I am an emeritus prof.)

That said, there are two useful Wikipedia articles on this subject. I think the latter is likely about the "impact index" you mention.

As far as I am aware there is no such thing as Impact Index. Looking at the link you provided there is also an ISJN number. Again, I don't think that actually is a real thing. Journals normally have ISSN numbers. If you also do a search for International Journal of Biotechnology, you do not come to that page/journal either. There also doesn't appear to be an editorial board and the Journal isn't Indexed anywhere.
