Food Security is an encompassing concept which assumes the food you have access to is able to provide you nourishment (food definition). Food safety is a state or property of a food item that ensures its' intended purpose is fulfilled: edible, able to provide nourishment and with an acceptable level of risk in what regards hazards which it may contain (level of acceptability).

Though you have already got great answers, may I add that there is not Food Security if the Food available and accessible is not safe (Food safety). So the two terms are interrelated. It is even proper to say Food Safety is just a part or branch of food security. That is why scientists working in adding food varieties (breeding and domestication) and those working in reducing food toxicity are all moving to the same Goal i.e. Food Security which is a global concern!! The levels of food security also depends on location!!
