What critical concentration of sodium alginate (low viscosity) should I use to make alginate nanoparticles with proteins?

There is no critical concentration. If the concentration is too low, the beads will not be strong enough. The strength depends on the molecular weight, calcium concentration and the grade of alginate (species of seaweed...). Try a solution at 1% w/w and adjust, depending on the results.
