What is the criteria of dividing glacier areas in Randolph's glacier Inventory or WGI-XF?

I need the parameters involved in this i.e. whether it is only based on surface area or anything else. Because, in RGI v1.0, the regions divided were different from RGI v2.0. but both versions have 19 regions. WGI-XF means World Glacier Inventory-Extended Format
