What is the correct scientic reason for Anamalous Behavior of water from 4 deg C to 0 degC ?

Water gets solid at 4 degree C and again expands till it freezes at 0 deg C . Why this behavior ? Many make statement of Hydrogen Bonding and high density. But such is not case with other liquids in that group. Hence the question.
