What is the correct procedure to balance the e viscous radiator fan. should we balance it with full assembly like fan, drive with visous oil & clutch?

1. How is / should be the balancing of Viscous Fan carried ?

Is balancing of Fan blade & Drive separately to meet final assembly specification a correct method of balancing ?

or it should be balanced in an assembled condition with viscous oil?
