A proper meta-analysis is based on a systematic review.
A systematic review can also be done for different reasons that meta-analysis.
A meta-analysis is not necessarily based on a systematic review but if you'd like to publish, you will probably encounter objections unless you have very good reasons to not use a systematic review as basis.

In a nut shell agree with Dr Sathish Kumar. A systematic review is a detailed, systematic and transparent means of gathering, appraising and synthesisingevidence to answer a well-defined question. While meta-analysis is a statistical procedure for combining numerical data from multiple separate studies. While there is substantial overlap between the two they are not the same. A meta-analysis should only be conducted in the context of a systematic review.
We can have systematic review without meta analysis but meta analysis is a systematic review with statistical analysis of data from separate studies.
Systematic reviews are doing well organised some articles results, may be descriptive or inferential statistical information added.
Systematic review is just an overview / summary of different selected studies of a given topic ...while meta analysis is an advanced version of systematic review in which summary analysis of the analysis of different studies is done ...for systematic review minimum studies required are 1 while for meta analysis minimum number of studies required are 2 ...Meta analysis is in the top of evidence based pyramid hierarchy
A systematic review answers a defined research question by collecting all available studies related to that question and reviewing, analyzing their results, and summarizing all empirical evidence that fits pre-specified eligibility criteria.
A meta-analysis is the use of statistical methods to summarize the results of these studies. It uses statistical methods on estimates from two or more different studies to form a pooled estimate.
