For Journal/Conference selection the procedure I follow and advise is this :
1. Find a credible list of Journals : http://www.scimagojr.com/journalrank.php is a good source of good quality journals. Start from Q4 journals, and proceed up the ranking.
2. Rate your own work : Review at least last 3 issues of Journals that you are interested in. Assess the scope and quality of your work in comparison to recently published work in those journals. Pick 2-3 journals that are a good match for your work.
3. Submit the work to them in your order of preference. Do check the turn-around time from submission to online publication (Journal issue may come later).
If you are running short of time, you may choose less reputed but still decent Journals such as "Network Protocols and Algorithms". It gives your work quick visibility, but at the cost of more credibility that a Q1-Q4 journal will give.
