There many simulators that simulate VANETs which are:

3- The Simulation of Urban Mobility - SUMO -

4- MATLAB -

I prefer the matlab 2018b which is very useful for VANETs scenario.

NetSim in conjunction with SUMO, whereby NetSim simulates the network communication while SUMO handles the road traffic simulation.

network simulators: NS-2, NS-3, MATLAB, OMNeT++

Anylogic is a simulator i used for traffic simulations but it lacks the capability of networking so i made assumption of message passing and used programming to create a manual network
