You can use veins in omnet++, this simulator has everything you need to make simulations of vanets. Other opcion in omnet++ is inet, that has integrated some routing protocols to vanets.

VEINS in OMNET++ is a very good option. It integrates SUMO and OMNET++. You can use the combination of NS3 and SUMO also but there is no integration. A few manual steps need to be carried out. VEINS is much easier to use.
