Just a comment, these images give me the impression of spectrograms. If that were the case, one would have to identify the orientation of the time axis in either image, and stretch one image so that the time scales match.

As you said there are lots of ways to image fusion in frequency, spatial, and MRA domain and the selection of the algorithm depends on your goal and your expectation. And about your second question, yes this is possible to fuse different images but with the same resolution, for example in medical image processing this technique can help to fuse different images such as MRI and CT Scan to produce images with more details.

It discusses several Image Fusion techniques and hopefully make it clearer for you, which techniques there are.

As you (and others) have said, there are many ways to do image fusion. I'm not going to tell you the best technique now, but how your choice of algorithm depends on your goal. That means you need to look at the "performance evaluation metrics" that provide different assessments of algorithms. Though, the choice of fusion metrics depends on the fusion application/goal.

In the next article you will find well-known metrics, think also about visual quality inspection.
