Can someone help me to find out which software is better to design the structure dam?
I am currently trying to use ETABS, sap2000 and plaxis. I think the plaxis out of my list because this software focus on the soil. i try the etabs and sap2000, plain strain analysis. seem the results are not logic to me.
You can go for 2D plain strain model in ADINA or Ansys. Works well and validation study shows good results.
It depends on what kind of dams you want to design. For the earth dam, GeoStudio software is the best option. You can do stability modeling with SLOPE/W, seepage modeling with SEEP/W, stress and deformation modeling with SIGMA/W and so on.
Since you said Plaxis is out from your list, I assume you are NOT working on earth dams.
For concrete dams, you can get good and valid model on ANSYS or ABAQUS. Moreover if you wish to model the underlying soil also, you have to use either lumped models on these softwares or some analytical model.

What are you really trying to get out of your model? Usually we perform a stability analysis as programmed in CADAM developped by ecole polytechnique de montreal, else for thermal or more sophisticated analyses (seismic with fluid structure, soil structure, etc) you could use Ansys Abaqus, Adina

I would say CADAM2D best suit educational users. If you'd like to switch to commercial usage there is another version CADAM3D
