While writing this question I've two options in mind viz. HNOCS over OMNET++ framework and gem5. However, any better alternative is welcome. Preferably, it should be open source. Answers from people who are working or have worked with the tools are appreciated.
I suggest you to take a look to noxim: http://noxim.sourceforge.net/
It is opensource but I can not compare noxim with other solutions that you suggest (HNOCS OMNWT++).
Noxim has a command line interface for defining several parameters of a NoC. In particular the user can customize the network size, buffer size, packet size distribution, routing algorithm, selection strategy, packet injection rate, traffic time distribution, traffic pattern, hot-spot traffic distribution.

Selecting a simulator depends on what is to be done.
Our students mostly use NoCSim and sometimes Booksim or NoCTweak.
NoCSim is more readable and more easy to follow and modify. It also contains power calculations and has options to select technology.
booksim and nocTweak define NoC architectures (buffering, flow control, injection rate, traffic patterns and routing algorithms)

I suggest you use the gem5. bcoz it simulate the cache coherency and use the different ISA like Alpha, X86, Arm and so.
