Plz suggest to me a simulator which I could set the PE's packet injection rate differently in NoC?

I need to implement some PE with different PIR in network on chip. Are there anyone to help me? I am trying to know how it is possible in NOXIM and BookSim. But, up to now, I dont get any result..
