The effectiveness of language teaching is based upon the learner's ability to use the language. It is the outcome of teaching that is significant.If the learner can apply the language effectively, the teaching might be effective.
We could also consider the macro skills (viewing, reading, writinga and listening) in measuring the effectiveness of teaching the language. I teach Nihongo....I extend my class outside the classroom. Whenever I encounter my students in the school I ask them questions in Nihongo..if they were able to reply in nihongo correctly then we could say that teaching the language is effective.
Szabolcs Nagy Language (s) comprise of various skills and sub skills. Teaching language (s) ,and measuring language offers a vast area for scaling. Dividing the areas, then measuring the sub areas one after the other seems to be credible. I have recently published a reseach paper, see if it can fit in your requirement:

The effectiveness of language teaching can be better achieved through face to face interaction between the teacher and his students;through alive communication,so to speak.
The first thing that comes to my mind is taking a look at the goals and objectives for each course. How about creating a scale based on the goals and objectives set for a course?
Another thing that could be helpful would be the students’ feedback by answering a survey or questionnaire on the teaching or the teacher’s work.
