The use of the word "perceived" (used in b to e) is not defined clearly, making it difficult to understand whose perception is under focus. Let me assume it is based on the perception of students or teachers (where applicable), then the use of a questionnaire and interview will suffice. Your study's population is likely to be made of teachers and students. Do a google search for instruments on attitude towards peers (There should be an instrument). Attitude towards peer should be measured using a questionnaire.

Perceived learning capacity can be measured based on your definition of capacity (Is capacity based on the number of hours a student can endure learning contents? academic performance measured through their grades? etc). You need to contextually define learning capacity.

Measuring the perceived learning capacity of students would be better inferred from the students by the researcher than allowing students to tell you about their learning capacity. Based on your definition of Learning Capacity, an observation (In the case of the number of hours spent on an enduring material) and students' GPA or CGPA or Achievement Test Scores (In the case of Performance), etc could be used.

Learning environment and Climate could as well be measured using a questionnaire (if the intention is to describe the environment), rating scale (if the intention is to measure the extent to which the the learning climate conforms to available or predetermined standards), and observation (depending on your intentions).

Measuring motivation, for example, is usually a very complex and time-consuming task. It would be better to specify much more what you really want to observe. If you prefer to go for a qualitative perspective, you can for example do interviews, work with case studies, among others. In any case, the fundamental thing is to define very well what you want to observe.
