First, you need to do an analysis of the recent changes of temperature and precipitation, and probably of extreme climatic events, to understand what have happened and why. Then you can choose an impact model to simulate the impact of the past change in climate on, say, agriculture or water resources in the concerned area. You may need to use the model to simulate future impact of the projected climate on agriculture or water resources. With those, you could design a set of adaptation measures for the area. A problem is the uncertainty of the projection of future climate generally obtained by applying climate models.
