If you want RS based long-term analysis then I would recommend you to use both Landsat and MODIS. However, MODIS is better option due to large spatial coverage, better temporal resolution and ease in availability.

There are several papers available online which provide you the method for mapping urban temperature using remote sensing and GIS tools. For mapping you can use either QGIS or ArcMAP software.

1. You can use Qgis/ArcGIS as GIS tool

2. You can use ERDAS Imagine as RS tool

The best method to map temperature is Kriging and its derivatives, like ordinary kriging or linear kriging. Temperature data are usually autocorrelated therefore, they have spatial structure that can be modeled by variogram. However, if you have two sources of data co-kriging would be a better option. It tends to inflate variance but the estimates are more accurate. Geostatistical tools are available in ArcGIS but it is purely a black box approach. In addition ArcGIS is expensive.  You can use ERDAS Imagine as RS tool for analyzing images. There are many papers using ERDAS to analyze Uran Island Heat effect issues.

You need to be more specific as to the data you want to use, e.g is the met data recorded continuously, hourly, daily maximum, daily average, etc and (presumably by a thermometer which means it is point data). In contrast the remote sensing data (from satellite images?) is not point data and depending on the satellite the temperatures are not directly observed and the bands may vary.

With respect to the met data these are often only reported at airports, perhaps not close to the urban region.

Your problem is likely somewhat like mapping precipitation data using (a) rain gage data and (b) Doppler radar data, there are a number of papers on this problem (in the hydrology literature)

Combining point data and non-point data is not just a simple "correlation" problem.

You mention that the region of interest is "urban" but it might still involve changes in elevation.

Your problem is not just one of choosing a software package, e.g. ArcGIS you need to know which tools in the package to use and how the algorithms work. The problem is not as simplistic as some of the suggestions imply.. Your problem is not GIS but rather interpolation and is also multivariate as well. The Spatial Analysis package that goes with ArcGIS provides of the tools but it is not "black box". I suggest you need to look much more at the literature on temperature mapping before trying to decide about a software package

I think you should be more specific. Urban temperature is a wide topic. Referring to urbn air temparature? Urban land surface temperature? etc What are the materials you have? Using LANDSAT, MODIS, SENTINEL?

I am concerned with both urbn air temparature and Urban land surface temperature. I have landsat images.

For Land Surface Temperature, that you can easily calculate using Landsat images (methodologies are presented in Landsat handbook, can be run on arcgis, Erdas etc) however, for surface air temperature, you could run models like SEBAL (on Erdas) using the Landsat images you have. I have evaluated the performance of SEBAL generated spatial surface air temperature (undocumented) and it's proven to me near accurate when compared to the ground station data.

But, provided you have enough points for interpolation of station's ground data, then you can carry it out. You can also use arcgis for this interpolation.

There is an add-on for ArcGIS that includes several possible choices for interpolation but ArcGIS does not itself have any provisions for interpolation. As I noted above satellite data pertains to pixels (multiple km's on each side whereas ground measurements will be point data, any analysis/interpolation that attempts to use both kinds of data must take into account these two very different kinds of data and how they relate. The ground data is a direct measurement of temperature whereas the satellite measures ground temperatures indirectly. The closest analogue to your problem is that of measuring rainfall using rain gages (direct) and Doppler radar (indirect). The rain gage data is point data whereas the Doppler radar data is for pixels and actually measures precipitation in the air rather than on the ground.
