It is always thought that the signboard is resting on shallow foundations. This is true for some signs, but for other types, it may be unsafe to use such foundations without special treatment and modifications.
When using shallow foundations, make sure you have enough factor of safety against overturning and lateral slip of the foundation block. Do not use Terzaghi's bearing capacity formula; use Hansen, Mayerhof, Vesic, and alike, instead. Geometry, hence the weight, of the foundation block are important and they play key role in design.
Of course, proper estimation of wind forces or any other source that can impose lateral force on the foundation must also be mentioned.
For some cases, you may end up concluding shallow foundation is not sufficient. In that case, deep foundations or other creative foundation types should be used.
