I am looking to find a software program that can be used to project/forecast jail populations based on community programs and demographics. I have use of SPSS, but I am looking for something that can be easier to use in building multi-level regression models. Any and all help will be greatly appreciated! Thanks!
Try R - it is flexible and not too difficult to learn!
WinBUGS also is good for multi-level regression, but not very user-friendly.

I would also suggest R, togehter with lmer or lme4. Multilevel modeling using R is furthermore a good book (written by Finch, Bolin and Kelley).
There is just a little software for criminology forecasting. Hitachi says that they can with his Predictive Crime Analytics (PCA) software. Rigel predicts the move of the crime based on Rossmo formula. Stat Crime get general spatial statistics usefull to predict. Predator is a software that is not comercialized, but the provider rent it for special runnings.
Even though I am not certain that this software can do multi-level analysis, I have used it before and it is sukrisingly powerful, easy to use and intuitive.
