We have writting an algo in linux c which works well.But not I want to dump it to a hardware platform for better portability, power efficiency and other factors like cost scalability etc.
So which is the best hardware platform which we can use to dump my linux c code without much changes.
Note-We also need an ethernet connectivity and gsm connectivity with that hardware platform since basically my program collects data and sends it to remote locations using gsm.
Check out one of many SBC platforms available on the market, such as HummingBoard, RaspberryPi, Catalyst boards, ISIS PC/104, PXA 255/270/320 boards, Freescale Linux read boards, Intel's MinnowBoard...
There are many solutions capable of running Linux distributions, so you won't have to adapt your code too much for it to run.
Most of the boards I've listed above have Ethernet and USB connectivity.
Oh, and they are not expensive at all. In fact, they are cheaper than a regular PC, but smaller, single board, low consumption and very portable.
I would suggest Raspberry Pi (and its clones, e.g. Banana Pi) over all other alternatives. Its wide popularity makes its much simpler to find technical support and additional hardware modules for your project.

You can use Beaglebone Black. It is very powerful and run Debian. You can use Netbeans in order to develop and debug on this.

this is a very broad question, but as Sabino and Christos already said, both the Raspberry Pi and Beaglebone platforms are nice for this type of application, as you have a relatively powerful CPU along with extensive ports and peripherals and native linux support. i think the Raspberry Pi would fit nicely for your project along with a custom linux built with Buildroot. you can customize the OS for your application and run just the services you need, reducing the boot time to just a few seconds.

I suggest https://getchip.com/. Its only 9 dollar and is more or less like a raspberry pi including wifi, bluetooth, usb etc.
