I have looked in the usual places (CEBM, CASP, JBI, MMAT) and none seem applicable. Would I use the qualitative tool from one of these organisations, of the systematic review tool? Any advice gratefully received.
I would approach your issue by trying to disassemble the problem. What does "the best" mean in this context, and especially for your project? In many methodological issues there isn't any "the best" cookbook solution available.
CASP and JBI-QARI seem relevant to assess the quality of qualitative inquieries in order to conduct a systematic literature review. The following reference might also be useful for your question.

Many thanks for your useful replies. Just to clarify, I am aiming to critique systematic reviews of qualitative evidence that have already been conducted, rather than look at individual qualitative studies for a review that I would carry out myself.
