What is the best clinical training platform for a new veterinary School or Faculty?

It has previously been argued that putting up a new state of the art veterinary hospital in a new veterinary school has no return on investment. Rathar new veterinary schools or faculties are entering into partnerships with established state and private veterinary hospitals so that the school or faculties send their students for practical clinical training and save on the cost of building new facilities and running them. What is you take on the 2 models?
