I believe in this application you would want a binder that was effective at "gluing" the MWCNT together and to the underlying more highly conducting electrode (ie, is a mechanically effective binder) while minimizing electrically insulating the MWCNT from the electrolyte solution so that the cathodic reaction is uninhibited. A binder that is a solvogel for the solvent used (hydrogel in the case of water) will allow access for electrolyte species to the MWCNT surfaces. Supported catalyst nanoparticles to catalyze the cathodic reaction (eg, triiodide reduction to iodide) will also be exposed to solution. I would suggest trying some of the nanolatexes we developed to stabilize MWCNT in water as they have also worked well for making conductive (thermally and electrically) electodes and double layer capacitors [see 2012 Chem Lett paper you can download: Advanced Nanocarbon Materials Facilitated by Novel Stimuli-responsive Stabilizers].

while washing with acid and some other treatments, usually carbon materials exhibits less conductivity, you may use metal/semiconductor decorated carbon material instead of binders. you simple spray the metal/semiconductor decorated carbon materials over hot glass/ITO slides means, you can get sufficient adhesion.
