I am a Ph.D student working on itinerary optimization in urban traffic, using graph algorithms and Multi-agent systems. What's the best simulation tool that is at the same time agent-based and has broad traffic utilities ?
I'm sorry, I'm not a simulation expert. But I had used random walk simulation tool. It was very useful to me to analyze Ant walk traffics on my research.
RePast is quite general purpose, although it might be useful if you want to be completely free to define the environmental model, as well as agents' perception, decision and action model. SUMO is much more focused on traffic. Other very specific tools for traffic simulation to consider are
Here is an interesting traffic simulation (Transportation Simulator: FastTrans) from the Los Alamos National Laboratory. Perhaps you can get in touch with the people that developed it for more advice (check out their publications related to the simulator to get some contact details ;-)
