Your question is a very subjective question, so I don't think you will ever get the perfect answer to it. However, if I would have to pick for me the "best academic programming language to implement AI" I would say: 

 * Prolog (a declarative language where programs are expressed in terms of relations, and execution occurs by running queries over these relations)

 * LISP (a practical mathematical notation for computer programs based on lambda calculus)

In a more recent point of view, I would like to list also Python which has a lot of packages for AI development.

One of these 3 is for me, the best language to implement AI, after you just have to pick the one that you feel the more familiar with :)

The best academic programming language to implement AI are: Prolog and Lisp.

As Valentin stated, it depends on which areas of AI you work in. For logic programming, Prolog and Lisp are the best. For large data processing or employing machine learning algorithms, Python is perfect. And If you need to handle matrix operations, Matlab (or R) might be the first choice. However, I use Java (Eclipse IDE) for most of my ML implementations!

As pointed out by almost each answer, the question is very problem specific.

I have no idea what is an academic programming language (is it a thing?). Yet I think Python has a lot of good sides : easy to read, concise, an enormous amount of packages for AI.

I have used Java quite a lot and I don't think it make the job easier, although there are very good semantic libraries. Concerning Prolog and Lisp, they are truly powerful but you will cry blood if you want a pretty UI.

Haskell. Yes, I prefer Haskell.

Clojure for sure. Especially it can integrate seamlessly the mlib the scala library.

I think you have to look at your specific interest and see what kinds of tools and open source packages are available in your area of interest. It will save you enormous amounts of time in getting things done if you can build on existing tools. For my area, natural language processing, there are some good packages in Java and Python, so I would pick those. In speech recognition, my other area of interest, you would have to know C++, and C would be helpful, too. You can't restrict yourself to just one or two languages, though. You should expect to learn and use whatever you need.

I need application in ( lab ) i mean in undergraduate and advanced topic for Artificial intelligence And then planning to work in the graduate as a platform for education at the university for example :

- problem solving and algorithm design

- how larger programs can be created using the AI programming techniques

As said by colleagues, it depends on your interests. Some additional contributions: (1) if you want to program agents and multi-agent systems, look at Jason language (and JaCaMo framework); (i) for machine learning, you have Weka.

Depends which paradigm you adopted to programming. An interesting aspect is to look for a language that will fit nice with your application paradigm, i.e. R language is nice for AI applications with very use of statistics...
