In my experience, journals improve in quality through two main elements editor and editorial board, second quality reports provided by peer-reviewers. These two elements are re-inforced further as the impact factor of the journal increases and the reject rate of the journal increases. When the rejection rate is 92-93%, definitely the journal has a high impact factor, and the quality of the journal is high.
Now to answer, your question, you could submit a letter to the editor addressing the limitations noted such as the poor structure and design of tables, the method is written in a small paragraph, no statistical analysis and poverty observed in the discussion.

They declined to publish my Observations and corrections
They promised me that the authors shall write a corrigendum as a correction to their article in the following edition.
They have equally released the next edition without the corrigendum.
