And regarding the concept behind 100% efficiency, it depends on how you define it. From second law of thermodynamics, the definition is Work done/Heat Supplied. Sticking to this you can never have an engine/machine with 100% efficiency. But you can use some weight factor to define a relative quantity which may go beyond 100%.

thank u Himangshu . i went through the site. the reactionless machine accounts for armature reaction. bt even then, maximum 100% efficiency. above it, how?
As I told you, he has not put any details. And I believe he has defined efficiency in a different fashion similar to coefficient of performance in heat pumps which can go beyond unity.
Its all about the reason for flow of electrons. In general machines electrons are forced to move by generating e.m.f, Space vortex principles explains the reason behind electron revolving around nucleus and generate mechanisms to change the nature of electron from revolving to flowing. (not by force - as we are not forcing there wont be reaction which gives 100% efficiency)

In regards to the last question:
I believe in a certain understanding a balance with equal weights can cause motion in what may be understood as a rest state. Based on this and similar principles, I have have found what I take to be evidence of an over-unity so simple that it need not even be measured, since it meets the criteria of momentum from rest with zero energy input, and in some cases I believe I have proven that cycles are possible in such a system through no net loss of altitude. Hard to believe, I know, but my experiments at least are not fake, and I do not use battery power or magnets.
