What is SAPS-II toolbox and how to work with SAPS-II toolbox in MATLAB?

I wanted to work on fuzzy inductive reasoning(FIR) and its written that SAPS-II toolbox is easier to work with for FIR. It is also said that this can be worked using MATLAB. But I am not able to find this tool in MATLAB. Please guide me.
