I would expect longer wavelengths to be more sensitive to vegetation. I have specific experience with fully polarimetric Wideband UHF SAR that had extreme sensitivity to distinguish between areas covered with established trees versus areas that had been cleared and replanted with smaller and newer trees.
In most RF channels, diffuse as opposed to specular scattering plays a considerable role in transmitting the radio signal. This is because a significant amount of the energy is transferred by means of the diffuse component due to the random shape and direction of trees and branches. RF transmission through trees is also usually dependent on frequency and wind speed. Modeling of this diffuse component is definitely a subject for future research.
