Could you pls opine which of these three is more important for a competent employee to be more effective in the organisation: attitude, emotional intelligence or IQ? Kindly share your country experiences and antecedents also.

From my personal experience, all the 3 i.e. EQ, IQ & SQ (Spiritual Quotient - see diagram below for their characteristics) are equally important as different job / situation etc required certain (X)Q to be more prominent. For example, in a competitive work environment with all the high IQ employees working together, those with also high SQ & EQ can be more successful because e.g. they respect & empathize, they can maintain better their interpersonal relationship with others & they can manage the stress more effectively etc.
It depends on how you define competent, which I would lean towards as the ability to perform a skill to a set standard. Emotional intelligence and attitude would be included in the latter in preparing the student or trainee to perform the skill. I don't think IQ is usually part of competency-based training.
In my view, the concept of competence is defined with respect to a certain context and a given task. It reflects the capacity of a person to perform the requested task to a certain level of quality. That means both knowledge and skills. But even skills means to know how-to-do a certain task. That converges toward the complex interpretation of the knowledge field being composed of rational knowledge (IQ), emotional knowledge (EQ), and spiritual knowledge (SQ). However, to to a good job it is also necessary a good motivation (attitude). All of them are very important and necessary. Knowledge means the power of understanding and yielding solutions and motivation constitutes the necessary trigger for doing.
I would like to make a difference between a job defined within a certain framework, for which you may have a job description, and a job in a creative company for which there is no rigid job description. In this second situation creativity is most important. For the first situation knowledge is a must and attitude will result from the management requirements, while for the second situation attitude is more important since the employee can search for the lacking knowledge if necessary. New ideas are more important than performing a routine work.
In conclusion, the answer to your question depends on the type of jobs and the type of organizational environment. There should be a difference between a routine workload and a creative one.
As a trainer, we take Knowledge, skill and Attitude (KSA) side by side in the training programs but at times, we realize how important attitude is. In a few cases, the so-called competent trainees are found to have participated only to get the certificate and not to learn something new.
From HR perspective: In today's world, when the HR team announces vacancy, they receive number of applications (with a few exceptions on certain skills) and rather have to work more on filtering process to select the best as the applicants with similar skills are found in abundance. The competition even gets stiffer if the organization's facilities are attractive and organizational culture is warm. This symbolizes that if we groom the employees with positive attitude, they tend to give their 100 percent. They grow the 'sense of belonging' which is big source of intrinsic motivation.
Adding Mr. Emmanuel Vijayanand Murray 's opinion, organization may not benefit just because the employees have high IQ, but it can if the employees posses positive attitude and loyalty toward their employer.
I would hence vote for 'attitude' and give 'thumps up' for such a nice question. A good way to exercise your brain!!
I would also check the personality psychology literature. Weinert (2001) separates personality, ability and skill - although some would not define personality as a form of competence. Nevertheless Big Five model could be worth studying.

ALL THREE. But not to the same degree.. I see it as an ordered set, with IQ trailing far behind the other two since it;s useful is at most supplementary.. I think the other two are strongly correlated. (Proof by contradiction) :-)
