This is a question into economic anthropology. If corruption is considered as natural, than the scarcity of jobs, generating income, finding housing, getting scholarships, etc. is very high. At a higher level of productivity, the corruption problem remains, but people can vote with their feet to explore better living chances. Both are dangerous but I think the legitimization of corruption has a slight edge because it ensures that corruption becomes the culture and way of doing things. Enemies of corruption are then erroneously regarded as enemies of the people, problems defy solutions and social logic is turned upside down. In this scenario, the journey of national redemption becomes much more difficult or near impossible because corruption would have taken over power in all domains, political, economic, educational etc.

Both are dangerous. However, "consideration of corruptions as natural by the people" are comparatively more dangerous. Reason being "corruption" is a practice / action whereas "consideration of corruption as natural by the people" is a perception of norm in which the latter is a well known common practice that can't differentiate right from wrong. We do things start from perception to practice. Like wise to curb corruption, we have to start from changing the mindset / perception so that corruption is abnormal or outlier that need to be despised / punished under rule of law. When perception changes, practice can too.
I would like to bring in the following analogy as answer to your question.

Relevant financial authorities will always be able to trace any history of the origin of income and expenses for any natural or legal person. In the event that the disputed amount of money does not receive any confirmation, this amount will be confiscated.
3. All material values and real estate should also be stored in the Blockchain technology and any movement of these values should have its own history.
Thus, corruption can be defeated, but this requires the will of the authorities. And yet, it will never be done. Why? Because the meaning of life will be lost for officials of all stripes. Here we see the same situation as in the problem of fair voting in "democratic" countries. One can always make an absolutely fair vote also on the Blockchaun technology. The problem I see is that in some parts, corruption is endemic. It's not just for special favors, even. It is required for doing any business at all. It pervades the economy, at all levels, whether government officials are involved or not.
I agree with most who replied, that when corruption is perceived as being normal, that's the worst case. How to eradicate it?
And by the way, I do not think corruption requires any transfer of cash per se. It can be reciprocating special favors. You give me this construction contract, I give you free access to your personal transportation. The contract won't necessarily be the best one, but those who select the winner have ulterior motives.
The way to remove these practices can only be for government and individual companies to prosecute corrupt practices internally, relentlessly. Easier said than done. You have to start somewhere, and those who begin such cleanup will be exceedingly unpopular. But to change the culture is necessary.
