It really depends on the application. Anything between C/5 to C/8 can be a practical discharge rate for LIB. But it doesn't mean that higher/lower rates are not used.
Galvanostatic intermittent titration technique (GITT) results in the same ideal[1] capacity of a LIB. So, the (GITT-)capacity is the reference value for a new electrode system.
