You need motivation and incentives to do it. For example, you need specific programs and rules in order to engage in such cooperation. And also you need National Science and Technology Systems and the National Higher Education Systems to provide recognition and incentives for participation.

Scientists have difficult careers. If they do not get credit for some activity or action in a way that helps them advance their careers, it is highly unlikely that they will engage in it for long.

One exception is cooperation to solve scientific issues or problems (sustainable development, environmental, social) which might be meaningful for the scientists themselves at a personal level.
