If this configuration is your only option, then I would recommend putting a thin-film porous membrane between the smaller diameter bed particles and the larger diameter perforated distributor plate. This way you should avoid dropping the smaller particles through the bigger holes of the perforated plate.
The reason for my recommendation to use a thin-film porous material is to minimize the pressure drop across this membrane.
