What is an effective method to coat diamond Powder on PET ?

I am trying to coat PET cleaning pad with diamond powder for floor cleaning. So i am looking into varieties of coating/spraying the powder on the plastic pads including thermal treatment before and after, binding material, mixture ratio .. etc. so that the powder sticks to the PET material the longest while retaining its grinding efficiency (binding material doesn't get in the way for example).

If you have some ideas, it would be much appreciated
