What is a suitable solvent to dissolve fenclorim before applying it as a seed treatment for rice?

I have herbicide safener Fenclorim 97% tech grade powder. I need to dissolve it and treat rice seeds. What will be a suitable solvent for this method? Fenclorim can be dissolved in acetone, Methanol, isopropanol etc.
