To model the mortar at masonry, you have usually two options. Macro model and micromodel. In the micro model, you need to consider a zero thickness element in between brick and need to define that element with a flexural strength of mortar property.

For the software, you can design masonry in Abaqus, Ansys and Diana FEA.
The importance thong is to use an interface element as sandwich of mortar on case of explicit modelling, otherwise use implicit model to simulate the domain as a continuum.
Model using solid elements with mortar identified as separate solid elements from brick elements. Mortar can follow the same constitutive models as of concrete. Failure could be M-C.
